Job Summary

CARE is seeking a Senior Business Operations Officer to join its Policy Advocacy, Global Advocacy, CARE Action Now, Humanitarian Advocacy, and US Programs Department to support the department's financial and budget management. This role supports the management and continuous improvement of systems and processes to ensure strong stewardship of an annual budget of over USD 10 million, spanning five functional teams and multiple accounts, including both restricted grants and unrestricted allocations. Working closely with the Senior Grants and Finance Manager, this position leads day-to-day financial management for the department. Using CARE's financial systems and departmental management tools, key responsibilities include preparing regular BVA and other financial and spending reports; analyzing spending against budget projections; entering and maintaining data related to new and closing grants; and collaborating closely with the Shared Service Center (SSC) and the CARE Finance Department to process new funding, adjust expenses, and complete other internal financial management processes. In addition, this role provides grants and contracts support to the Senior Grants and Finance Manager and all functional teams, including processing purchase requisitions, contracts, purchase orders, invoices and payments and budget modifications. The position reports to the Director Finance and Business Operations, who leads overall financial management for the department.

Responsibilities

Procurement, Contracts and Partnership Management

  • Collaborate with the Director Finance and Business Operations to draft and approve vendor and partner contracts in accordance with CARE's partnership and contract policies. Assist with processing contracts, purchase requisitions, and purchase orders prior to the provision of services. Support the processing of invoices and payments once services have been rendered or are due. Work closely with CARE's Accounts Payable and Procurement teams to ensure compliance with policies and procedures while addressing departmental needs. Assist the department in accurately processing travel expense reports and credit card reconciliations as needed.

Financial and Budgeting Management

  • Support the Director Finance and Business Operations in preparing management reports, including financial monitoring tools, to provide frequent updates to budget holders on budget vs. actuals, spending patterns, projections, and overall financial health analyses. Collaborate closely with the Shared Service Center (SSC) and Sr. GFM to ensure donor agreements are accurately set up in PeopleSoft and Adaptive Planning. agers. Support VP USPPA to update the monthly travel expense reports.

Budget Planning and Strategy

  • Utilize BudgetMate, Power BI, and PeopleSoft to create and update budget spreadsheets as needed for grant managers, budget leads, and the Senior Leadership Team (SLT). Assist the Director Finance and Business Operations in closing out prime and sub-recipient agreements accurately and in a timely manner.

Required Qualifications

  • 2+ years work experience in relevant capacity or field

Experience with basic financial management skills including developing and monitoring budgets and financial reporting

  • Demonstrated ability to work both independently and as part of a team.
  • Demonstrated ability to collaborate well with others across countries and cultures and develop and maintain positive working relationships.
  • Ability to prioritize work, meet deadlines and produce quality results on time with attention to detail.
  • Ability to work effectively under pressure and maintain a positive attitude.
  • Strong Microsoft Excel skills (formulas, pivot tables, graphs);
  • Bachelor's Degree and work experience in finance, accounting, budget and financial management, grant management and/or relevant fields of study.

Interest in/passion for CARE's mission and values

Preferred Qualifications

  • Experience with financial software, BudgetMate and PowerBi financial management tools
  • Proficiency in multiple languages
  • Experience in development and humanitarian programming
