Role Description
DATEM Water is seeking a Business Development Officer to support the identification, evaluation, and development of water and wastewater infrastructure opportunities across the Philippines.
Based in Quezon City, the role will support the company's business development initiatives with water districts, local government units (LGUs), industrial clients, and private sector developers.
The Business Development Officer will assist in building project pipelines, preparing proposals, coordinating feasibility assessments, and supporting negotiations for potential projects including bulk water supply, water treatment plants, wastewater treatment facilities, and EPC contracts.
This position requires a proactive individual capable of combining relationship-building with analytical project evaluation.
Key Responsibilities
Market Development
Identify potential water and wastewater infrastructure opportunities nationwide
Conduct market research on water districts, LGUs, industrial estates, and private developments
Monitor industry developments, regulatory changes, and infrastructure investment trends
Client Engagement
Build and maintain relationships with water districts, LGUs, developers, and industrial clients
Support meetings, presentations, and technical discussions with potential partners and stakeholders
Assist in identifying strategic partnerships and collaboration opportunities
Project Development
Assist in preparing project concept notes, feasibility inputs, and commercial proposals
Support preparation of PPP proposals, unsolicited proposals, and EPC bids
Coordinate with internal engineering, finance, and legal teams during project evaluation
Pipeline Management
Maintain internal project pipeline tracking and opportunity monitoring
Support due diligence and data gathering for potential projects
Assist management in evaluating project viability, risks, and commercial structures
Qualifications
Bachelor's degree in Business Administration, Economics, Engineering, Finance, or a related field
25 years of experience in business development, project development, consulting, or infrastructure-related roles
Strong analytical skills with the ability to evaluate project opportunities and market data
Excellent communication and stakeholder engagement skills
Ability to prepare presentations, proposals, and reports
Highly organized and able to manage multiple opportunities simultaneously
Preferred Qualifications
Experience working with water utilities, infrastructure projects, or government clients
Familiarity with PPP projects, water treatment, wastewater systems, or EPC projects
Experience coordinating with LGUs, water districts, or infrastructure developers
