Job Objective & Description

The Budget Process Owner is responsible for examining budget estimates for completeness, accuracy, and absolute conformance with organizational procedures and regulatory compliance.

The role involves analyzing budgeting and accounting reports to maintain strict expenditure controls, minimize variances, and safeguard company assets.

Core Duties & Responsibilities

1. Budget Analysis & Execution

  • Receive and critically analyze budget proposals from various departments and activities; evaluate them for correctness, completeness, accuracy, and financial reasonableness.
  • Support administration in resource allocation and the evaluation of future financial requirements through rigorous budget analysis, execution, and development.
  • Collaborate with coordinators, facilitators, and department heads to suggest and implement appropriate budget reallocations or alterations when overages occur.

2. Transaction Control & Verification

  • Review General Request Forms (GRFs) and Payment Request Forms (PRFs) against approved budget allocations to identify and verify the correct General Ledger (GL) accounts to be charged.
  • Verify and prepare all supporting financial documentation for payments before forwarding them to the Disbursement Process Owner for final release.

3. Compliance & Stakeholder Management

  • Act as the organization's Single Point of Contact (SPOC) for all internal accounting and budget-related inquiries.
  • Manage timelines and coordinate with dozens of organizational stakeholders to ensure budget cycles meet strict Board presentation deadlines.
  • Perform other related duties and administrative tasks as assigned by management.

Technical & Graduate Competencies

Financial Accounting & Asset Management

  1. GAAP Knowledge: Deep understanding of capitalization thresholds, asset recognition criteria, and financial reporting standards.
  2. Depreciation Logic: Mastery of depreciation methods (primarily Straight-Line) and the ability to calculate and track net Book Value.
  3. Audit Preparedness: Ownership and meticulous maintenance of the Fixed Asset Register (FAR), ensuring clean, verifiable documentation for external auditors.

Tax Compliance & Reporting

  1. Deferred Tax/Schedules: Understanding the distinct variances between book depreciation (GAAP) and tax depreciation (Regulatory schedules).
  2. Withholding Tax (WHT) Regulations: Knowledge of local tax jurisdictions to accurately categorize transactions (e.g., distinguishing between goods and professional services) for correct tax applications.
  3. Sub-Ledger Reconciliation: Proven ability to reconcile the WHT Payable account in the General Ledger against individual tax certificates issued to suppliers.
  4. Tax Portals: Proficiency in navigating digital tax authority portals for accurate filing and the generation of WHT Certificates.

Technical Software Skills

  1. Advanced Excel: High proficiency in handling data using functions such as VLOOKUP/XLOOKUP, SUMIFS, and Pivot Tables for variance analysis.
  2. Project Management: Strong organizational skills required to navigate matrix-reporting environments and drive cross-functional teams toward tight deadlines.
