Key Responsibilities
Opportunity Monitoring & Intelligence
- Monitor PhilGEPS, DPWH portal, and regional bulletins daily for Invitations to Bid
- Track DPWH Annual Procurement Plan (APP) and PPMP for upcoming projects
- Build and maintain DPWH district and regional office relationships for early visibility
- Monitor competitor activity and awarded contracts for positioning intelligence
Opportunity Evaluation & Pipeline Management
- Evaluate each opportunity against company capacity, PCAB category, NFCC, and SLCC eligibility
- Prepare go/no-go recommendation summaries for management review
- Maintain a live bid pipeline tracker — all active, upcoming, and closed opportunities
- Produce regular pipeline reports covering status, contract value, and probability
Bidding Representation & Proceedings
- Personally represent the company at all official proceedings — pre-bid conferences, bid openings, post-qualification, and BAC hearings
- Receive and acknowledge BAC communications on behalf of the company
- Respond to BAC clarifications during post-qualification, coordinating with internal teams
- Monitor NOA and NTP timelines and coordinate post-award actions with legal and finance
- Maintain official attendance records, BAC minutes, and proceeding documents
Eligibility & Compliance Readiness
- Monitor expiry of PhilGEPS registration, PCAB license, tax clearances, and mandatory documents
- Maintain a compliance calendar with alert triggers for all renewal deadlines
- Ensure company and all subcontractors are clear of GPPB blacklist
Qualifications
Education
- Bachelor's degree in Civil Engineering, Architecture, Business Administration, or related field. GPPB / RA 9184 training is a strong advantage.
Experience
- 3–5 years in DPWH government bidding, business development, or procurement monitoring
- Proven track record monitoring PhilGEPS and DPWH portals systematically
- Has personally attended bid openings and post-qualification proceedings
- Existing DPWH district/regional office contacts is a significant advantage
