Job Description

The Bid and Commercial Operations Executive is responsible for leading the end-to-end Business Development, Bid, and Tender proposal processes for the ICE Business. This role collaborates with global internal stakeholders to gather critical information and deliver compelling, compliant, and high-quality proposals.

The position plays a key role in driving business success through expertly crafted bids that highlight the company's innovation, technical strengths, and alignment with client requirements.

Essential Job Duties and Responsibilities

  • Manage the full proposal and tender lifecycle for ICE technical services opportunities, from receipt of enquiry through final submission. This includes:
  • Reviewing client requirements
  • Coordinating with technical and commercial stakeholders
  • Planning submission timelines
  • Ensuring high-quality and compliant deliverables
  • Coordinate the development of tailored technical and commercial proposals that accurately reflect ICE's specialist service offerings, technical methodologies, delivery models, and project execution strategies.
  • Work closely with ICE technical, operational, and commercial leads to gather, structure, and present:
  • Technical input
  • Execution narratives
  • Resource plans
  • Methodologies
  • Case studies
  • Supporting documentation required for proposal submissions
  • Apply Brunel bid management processes, governance standards, and templates while adapting outputs to suit the technical and bespoke nature of ICE's project solutions and service offerings.
  • Maintain accurate tracking and administration of all pre-bid opportunities within Brunel SalesHub, ensuring:
  • Pipeline data
  • Opportunity status
  • Pursuit information
  • are current, compliant, and aligned with internal reporting requirements.
  • Maintain accurate post-award and commercial records within Brunel Mercury, including:
  • Purchase orders
  • Placements
  • Project setup data
  • Associated tracking
  • to support project conversion and business reporting.
  • Implement and maintain robust document control practices for all bid, proposal, and commercial support documentation, including:
  • Version control
  • Audit trails
  • Submission registers
  • Secure document management
  • Support the continuous development and maintenance of ICE proposal collateral, including:
  • Technical content libraries
  • Case studies
  • CV databases
  • Standard response templates
  • to improve proposal quality and efficiency.
  • Collaborate with Brunel regional and global bid/commercial teams to ensure alignment with:
  • Corporate standards
  • Governance
  • Branding
  • Best practices
  • while representing the specialist requirements of ICE's technical services model.
  • Proactively support ICE management with:
  • Reporting
  • Pipeline reviews
  • Workload forecasting
  • Process improvement initiatives

  • Cooperate with Brunel headquarters and global offices on:

  • Undertake additional ad-hoc duties as required to support ICE business operations, proposals, and commercial activities.

Requirements:

  • Bachelor's degree in Engineering, Commerce, Finance, Law, Language, or a related field preferred
  • Minimum of 5 years of relevant sales or bid management experience in an engineering or international environment preferred
  • Proficient in English with excellent verbal and written communication skills
  • Strong grasp of grammar and language conventions
  • Sound knowledge of procurement regulations
  • Experience in writing tender documents, including:
  • Creating clear and persuasive proposals
  • Meeting client requirements
  • Presenting information effectively
  • Excellent English communication skills, both written and spoken
  • Strong attention to detail with an organized and analytical mindset
  • Excellent prioritization and time management skills
  • Ability to manage multiple concurrent projects and meet deadlines
  • Strong interpersonal and communication skills
  • Ability to work independently while also collaborating effectively within a team
  • Proactive, adaptable, and possesses a positive Can Do attitude
  • Ethical, trustworthy, and reliable
  • Proficient in Microsoft Office tools; knowledge of Power BI is an advantage
  • Willing to work in a hybrid set-up in our Makati Office
