Associate Technical Program Manager

 Experience: 3+ Years

 Location: SEA & India Region

 Function: Technology / Program Management

Role Purpose

We are looking for an Associate Technical Program Manager to support the successful delivery of technology programs and portfolio operations across Southeast Asia and India. This role will help translate priorities into actionable plans, coordinate execution across business and technology teams, and provide clear visibility into program progress, risks, dependencies, budgets, and key decisions.

This is an excellent opportunity for an early-career program professional looking to build strong program management fundamentals while gradually taking ownership of small to medium-sized technology initiatives.

Key Responsibilities

Program Planning & Delivery

Maintain project plans, milestones, schedules, deliverables, and operational readiness activities.

Coordinate day-to-day execution and track progress against commitments.

Support the successful delivery of assigned programs, projects, and workstreams.

Governance & Reporting

Prepare accurate status reports, dashboards, leadership updates, and meeting materials.

Maintain decision logs, action trackers, and project documentation.

Ensure a consistent governance and reporting cadence across programs.

Risk, Issue & Dependency Management

Track and manage risks, assumptions, issues, and dependencies (RAID).

Identify potential blockers early and recommend practical mitigation plans.

Escalate issues when decisions or intervention are required.

Cross-Functional Coordination

Collaborate with business, product, engineering, technology operations, finance, legal, procurement, and external vendors.

Align stakeholders on priorities, timelines, ownership, and deliverables.

Ensure smooth hand-offs and execution across functions and markets.

Portfolio Operations

Support project intake, prioritization, portfolio reporting, and resource tracking.

Maintain accurate portfolio data and project trackers.

Consolidate delivery insights and progress updates across markets.

Financial & Commercial Support

Assist with annual planning and forecast updates.

Support CAPEX/OPEX tracking, budget monitoring, and variance analysis.

Coordinate purchase requests, contracts, quotations, and documentation.

Compare vendor quotations and support commercial decision-making.

Vendor & Partner Management

Coordinate vendors, suppliers, and service partners throughout project lifecycles.

Manage proposal requests, quotations, approvals, and delivery follow-ups.

Highlight trade-offs related to cost, timeline, feasibility, and service options.

Continuous Improvement

Standardize templates and reporting processes.

Improve project management workflows and data quality.

Drive consistency and efficiency across portfolio operations.

What Success Looks Like

Programs and workstreams are delivered according to plan with clear ownership and accountability.

Risks, dependencies, and decisions are proactively identified and managed.

Portfolio, project, and financial data are accurate, timely, and easy to consume.

Stakeholders have clear visibility into priorities, milestones, and next steps.

Vendor actions, procurement activities, and delivery hand-offs are completed efficiently.

Processes become more streamlined, repeatable, and scalable.

Increased independence in managing projects end-to-end.

Required Qualifications & Experience--

Bachelor's degree in Technology, Business, Engineering, Operations, or a related field, or equivalent practical experience.

Minimum 3 years of experience supporting technology, digital, operations, transformation, retail, or cross-functional programs in a matrix organization.

Working knowledge of program/project management fundamentals, including:

Project planning and scheduling

Milestone tracking

RAID management

Governance and reporting

Action and stakeholder management

Basic understanding of budget management and OPEX tracking.

Strong analytical and organizational skills with exceptional attention to detail.

Ability to structure ambiguous information and translate it into clear actions and recommendations.

Excellent written and verbal communication skills, with the ability to collaborate across functions, countries, and seniority levels.

Proficiency in Microsoft Office (Excel, PowerPoint), collaboration platforms, and project tracking tools.

Strong follow-through, problem-solving skills, and ability to escalate risks proactively.

Preferred Qualifications

Exposure to Agile, Hybrid, or Waterfall delivery methodologies.

Experience supporting technology implementations or cross-functional business initiatives.

Experience working with vendors, procurement, finance, legal, or multi-country teams.

PMP, PRINCE2, Scrum, Agile, or other project/program management certifications are advantageous but not required.
