Job Description

Nanyang Technological University (NTU) is a leading research-intensive university in Singapore, committed to excellence in education, research and innovation. We are inviting experienced and motivated individuals to join our Office of Development and Facilities Management (ODFM), which oversees the development, operation and maintenance of all University buildings and grounds in support of NTU's academic, research and administrative functions.


We are seeking a dynamic and experienced Assistant Director, Infrastructure Planning & Upgrading (M&E) to lead mechanical and electrical (M&E) infrastructure upgrading initiatives across the campus. This role offers the opportunity to drive large-scale projects, modernize critical systems, and contribute to the development of a future-ready and sustainable university environment.


Key Responsibilities

  • Plan and oversee multi-year M&E upgrading roadmap and budget aligned with asset lifecycle and campus master plan.

  • Conduct asset condition assessments and establish renewal priorities based on risk, criticality and lifecycle considerations.

  • Drive infrastructure planning initiatives that support sustainability and digital transformation goals.

  • Lead the end-to-end implementation of M&E infrastructure projects, including design, procurement, construction and commissioning.

  • Manage consultants and contractors to ensure projects are delivered safely, on time, within budget and in accordance with quality standards.

  • Implement effective project governance, risk management and quality assurance practices throughout the project lifecycle.

  • Integrate energy-efficient technologies and sustainable solutions into infrastructure upgrading projects.

  • Identify opportunities to optimize energy performance and improve the operational efficiency of campus infrastructure.

Requirements

  • Degree in Mechanical Engineering, Building Services, Facilities Management or related discipline.

  • At least 10 years of relevant experience in mechanical & electrical (M&E) engineering, facilities/infrastructure management, or building services.

  • Proven experience in managing infrastructure upgrading or asset renewal projects in a large and complex environment.

  • Good knowledge of M&E systems, including HVAC, electrical distribution, fire protection systems, lifts and building management systems.

  • Strong understanding of infrastructure lifecycle management, asset renewal strategies and maintenance practices.

  • Good knowledge of project management, budgeting, risk management and contract administration.

  • Strong stakeholder management, communication and problem-solving skills.

  • Ability to manage multiple priorities and deliver results in a dynamic environment.

  • Familiarity with energy-efficient technologies, smart building solutions and sustainability initiatives will be advantageous.
