Job Description

Job Mission/Purpose

The Asset & Risk Management Manager is overall in charge of planning and implementation of the different Projects and Programs of the department. The function includes the development and implementation of a maintenance program covering the company's water infrastructure such as its buildings, network appurtenances, equipment and vehicles in order to ensure optimum performance of the assets and maximize asset life. Responsible for Facility Improvement Projects from conceptualization to execution and turnover. Support the Asset Manager in developing, monitoring, and reporting the implementation of the Risk Management initiatives for the BU. Establish and implement Business Continuity Management & Information Management Systems in the BU.

Responsibilities

  • In coordination with the Quality team, develops, facilitates, plans, leads and implements asset management activities and company's maintenance framework; recommends and executes innovations/ improvements in the maintenance procedure and methodologies in line best practice / standards.
  • In coordination with the Quality team, develops Asset Management Plans including predictive maintenance programs based on asset condition to reduce reactive maintenance ensuring operational reliability and optimum asset life.
  • Ensures implementation of equipment maintenance program and troubleshooting procedures through the proper management of in-house and outsourced resources.
  • Coordinates scheduling of maintenance activities with operations supervisor to ensure that network downtime is kept to a minimum.
  • Facilitates regular updating of documentation of existing and newly procured assets. Monitors asset grade and performance and recommends for any refurbishment or replacement program.
  • Ensures operational expenditures for maintenance programs are within the approved budget.
  • Develops a system that will provide tools for tracking down the asset life cycle and other valuable information.
  • Evaluates current inventories and recommends future capital and operational requirements based on the business needs.
  • Coordinates and oversees project cycle and ensures quality and timely implementation of Capex.
  • Establish an Asset Condition Report to ensure a consistent monitoring of the Assets.
  • Provide reports, plans, and recommendations to the management in relation to asset acquisition, utilization, and disposal.

Business Risk Management

  • Ensure Group Risk Management approved frameworks, policy, standards and guidelines are adopted, disseminated, and implemented by the BU across its organization where applicable.
  • Lead relevant SBU/BU industry specific research, benchmarking, and continuous identification and improvement of risk management best practices
  • Implement, monitor, provide guidance, and direction on key risk management initiatives, its related KPIs, and RM effectiveness on but not limited to strategic, operational, project, emerging, business continuity, financial, legal and compliance, and risk finance across BU and its risk owners.

Risk Finance

  • Overseeing risk financing requirements which includes, among others, insurance management, insurance policy requirement, insurance premium payment, and insurance claims management of the SBU/BU.

Business Continuity Management

  • Overseeing Business Continuity Management System requirements which includes, among others, disaster preparedness, business impact analysis, business continuity strategy, business continuity plan, BCP testing and evaluation.
  • Coordinate with Facility Heads for the maintenance, review and update of BCPs.

Awareness

  • Provides support, education and training to enhance risk awareness within the BU.

Reporting

  • Reports to management what risk issues are present and provides them with a plan to minimize risk.
  • Where possible, identification of emerging risks and potential indicators of emerging risks.
  • Liaise with internal and external auditors.
  • Consolidate risks at BU level and prepare BU Risk Management Plan and Risk Map.

2Ps Updating

  • Ensure regular review, updating and development of ERM (RM, BCM, RF & ISMS) policies and procedures and conduct regular audits for their compliance.

Minimum Qualifications

Education: Bachelor's degree in Engineering (preferably Civil); Master's Degree in Engineering is an advantage

Work Experience:

  • Minimum of five (5) years of solid experience in asset management;
  • Minimum of three (3) years of managerial experience in the water industry

License / Certification and Training Requirement: Licensed engineer, preferably with risk management, business continuity management, information security management certification
