Job Description
Job Responsibilities
- Provide sanctions guidance and support to business, operations and support functions on customer, counterparty and transaction-related sanctions risks.
- Assess complex sanctions cases, including potential or confirmed matches, ownership and control issues, sanctions nexus, sectoral restrictions, dual-use goods and sanctions evasion or proliferation financing indicators.
- Review and challenge customer and transaction screening controls, alert dispositions and escalation decisions to ensure outcomes are timely, consistent and well documented.
- Conduct sanctions due diligence for higher-risk customers and transactions involving sanctioned or restricted jurisdictions, parties, vessels, goods or services.
- Support the assessment of sanctions regulatory developments, perform impact and gap analyses and assist in implementing policy, process and control enhancements.
- Review and maintain sanctions policies, procedures, checklists, escalation protocols and guidance, ensuring alignment with regulatory expectations, Head Office requirements and the Bank's risk appetite.
- Partner with business, compliance, operations and technology teams on sanctions screening systems, watchlist management, data quality, tuning, testing, issue remediation and process improvements.
- Support sanctions risk assessments, independent reviews, audits, regulatory enquiries and remediation programmes, escalating material issues, potential breaches and risk appetite concerns appropriately.
- Design and deliver targeted sanctions training and awareness for front office, operations and other relevant functions.
- Prepare clear sanctions management information and reporting, including alert volumes, true matches, ageing, turnaround times, control issues, blocked or rejected transactions, remediation status and emerging risks.
- Minimally a university degree. Professional certifications such as ACAMS, CGSS, ICA or an equivalent sanctions qualification are advantageous.
- Minimum 3 years of relevant experience in sanctions, AML/CFT or financial crime compliance, transaction monitoring, customer due diligence or related compliance functions within a financial institution. Candidates with more experience may be considered for senior positions.
- Good understanding of Singapore sanctions and AML/CFT requirements, and major international sanctions regimes, including Japanese, US, EU and UK sanctions requirements.
- Practical experience in sanctions screening, alert investigation, transaction due diligence, trade finance or financial crime compliance.
- Strong analytical, investigative, problem-solving, communication and stakeholder management skills.
- Ability to manage multiple priorities, exercise sound judgement, escalate promptly and work effectively under time pressure.
- Collaborative and team oriented, with a high level of integrity, attention to detail, ownership and accountability.
