Job Description

The Agency Growth Program and Scale-Up Head play a critical leadership role in driving the strategic expansion of the Agency channel through the design, execution, and scaling of high-impact recruitment and financing programs.

This role leads end-to-end initiatives to attract, acquire, finance, and develop high-quality Financial Advisors and Agency Leaders-ensuring sustainable manpower growth and increased productivity.

The role oversees key growth programs, including Experienced Manager Hiring and Financing Programs, which contribute approximately 15% of the total Agency APE target (USD 2-3M annually).

Combining strategic leadership, business development, program management, and financial governance, the role ensures strong return on investment, high-quality talent acquisition, and long-term scalability of the agency business.

Responsibilities

Growth Strategy and Program Leadership

  • Define and lead the Agency Growth and Scale-Up strategy aligned with overall business and manpower targets.
  • Design and continuously enhance recruitment and financing programs (e.g., Experienced Manager Hiring).
  • Articulate a strong value proposition, positioning Manulife Agency as a compelling long-term career platform.

Financing Program Governance and Delivery

  • Oversee the design, deployment, and governance of financing programs supporting distributor acquisition.
  • Ensure financial discipline through robust ROI tracking and effective fund utilization.
  • Drive program outcomes to deliver 15% of total Agency APE (USD 2-3M annually).
  • Partner with Finance, Risk, and Legal to ensure compliance, controls, and long-term sustainability.

Recruitment and Business Development

  • Drive high-quality headcount growth by attracting Financial Advisors and experienced Agency Leaders.
  • Build and sustain a strong candidate pipeline through multi-channel sourcing strategies.
  • Strengthen industry partnerships and external networks to expand recruitment reach.
  • Lead initiatives to improve recruitment funnel efficiency and conversion rates.

Program Execution and Scale-Up

  • Oversee end-to-end execution of growth programs, including campaigns, onboarding, and activation.
  • Ensure operational excellence across the candidate journey and onboarding experience.
  • Lead scale-up initiatives to expand program reach while maintaining quality-of-hire standards.

Performance Management and Analytics

  • Define and track key KPIs (e.g., recruitment volume, quality of hire, activation, productivity, and cost-per-hire).
  • Monitor financial performance and overall business impact of growth initiatives.
  • Provide data-driven insights and recommendations to optimize program effectiveness.

Stakeholder Management and Alignment

  • Collaborate with Agency Sales, HR, Marketing, Finance, and Legal to align strategies and execution.
  • Influence senior stakeholders to drive adoption of growth programs across regions.
  • Ensure alignment between recruitment initiatives and agency manpower priorities.

Organizational Capability and Leadership

  • Build and lead a high-performing team with a strong succession pipeline.
  • Develop team capabilities in program management, recruitment excellence, and analytics.
  • Foster a culture of accountability, innovation, and continuous improvement.

Continuous Improvement and Innovation

  • Identify and pilot new sourcing channels, digital tools, and progr am innovations.
  • Conduct post-program reviews and implement enhancements to improve outcomes.
  • Benchmark against industry best practices to maintain competitive advantage.

Required Qualifications

  • 12-15+ years of experience in agency distribution, recruitment, or business development
  • Proven leadership experience managing large-scale programs or business units
  • Strong track record in driving recruitment growth, productivity, and business outcomes

Preferred Qualifications

  • Bachelor's degree in Business, Marketing, Finance, or a related field
  • MBA or equivalent advanced degree is an advantage
