The Administrative and Finance Manager oversees the organization's financial management, administrative operations, and human resources to ensure organizational efficiency, transparency, and compliance.
They work closely with the Board of Trustees, Executive Director, and all Program Managers to ensure that administrative, financial, and regulatory requirements are complied with effectively and cost efficiently. The role is central to maintaining the organization's integrity through the implementation of the Quality Management System (QMS) within all support functions.
Duties and Responsibilities:
Financial Management & Governance
- Oversee all financial activities, including budgeting, accounting, and financial reporting, to ensure accuracy, transparency, and compliance with statutory regulatory requirements.
- Develop and monitor annual budgets, forecasts, and financial plans to support the Executive Director's strategic decision-making.
- Monitor cash flow, expenditures, and financial performance to support strategic decision-making
- Implement and maintain rigorous internal controls to safeguard assets, prevent fraud, and ensure compliance with donor-specific and financial policies.
- Serve as the final reviewer for all statutory tax requirements prepared by the AdFin team (e.g., BIR Form 0605, BIR Form 1601C, BIR Form 1604C, BIR Form 0619E, BIR Form 1601EQ, BIR Form 2316, BIR Form 2307, DAT files and E-Submission, Quarterly Alphalist of Payees (QAP), Schedule 1 of 1604C).
- Perform a final review of bank reconciliations, donation trackers, fund utilization reports, disbursement vouchers, purchase orders/purchase request, payroll including statutory deductions, internal financial statements, and other regulatory filings and permits to maintain audit readiness.
- Supervise the shared bookkeeping environment in QuickBooks, ensuring both AdFin Officers accurately record transactions related to their respective domains.
Operational and Infrastructure Management
- Oversee day-to-day office operations, including facilities management, procurement, and inventory control.
- Develop and implement administrative policies to streamline processes in alignment with QMS standards.
- Ensure the efficient management of the organization's physical and digital assets. Human Resource Management and Organizational Development
- Act as the lead for organizational human resources, developing and implementing people centric policies that ensure consistent performance standards, legal compliance, and staff well being across all units.
- Oversee the human resource functions, including recruitment, onboarding, offboarding, compensation and benefits, performance management, employee engagement, and learning and development.
- Validate payroll processing and all tax-related disbursements to ensure accuracy and legal compliance.
- Lead initiatives that foster a culture of Bayanihan and accountability throughout the organization, acting as a primary mediator for complex interpersonal or cross unit conflicts.
- Support initiatives that promote employee health and wellbeing, ensuring adherence to Occupational Health and Safety (OHS) guidelines.
- Provide guidance to other Unit Managers on effective people management to ensure that the organizational standard for mentorship and feedback is met.
People Management and Leadership
- Lead, mentor, and motivate direct reports to ensure high performance and professional growth.
- Conduct regular one on one check-ins to provide constructive feedback and career coaching.
- Oversee the setting of individual Key Performance Indicators (KPIs) and conduct annual performance reviews, ensuring that team goals are aligned with the organization's strategic roadmap.
- Foster a collaborative, inclusive, and psychologically safe work environment that embodies the organization's values and the spirit of Bayanihan.
- Proactively manage and resolve conflicts with emotional intelligence and adherence to organizational policies.
Qualification Standards:
- Bachelor's degree in Accountancy
- Must possess a valid Certified Public Accountant (CPA) license
