JOB SUMMARY
The Accounting & Finance Head is responsible for leading and overseeing the overall accounting operations and financial management functions of PCP. As the head of the Accounting Department, this individual plays a critical role in ensuring the accuracy, integrity, and compliance of all financial records, reports, and transactions. The Accounting Manager will provide strategic financial guidance to Management, support organizational planning and decision-making, and ensure that financial resources are managed efficiently and responsibly in alignment with PCP's mission, policies, and regulatory requirements.
SPECIFIC DUTIES & RESPONSIBILITIES
STRATEGIC FINANCIAL LEADERSHIP
- Develop and implement financial strategies, policies, and procedures that support PCP's operational and organizational goals.
- Provide financial insights and recommendations to Management to support strategic planning and decision-making.
- Collaborate with department heads in budget planning, resource allocation, and financial forecasting.
FINANCIAL MANAGEMENT & REPORTING
- Oversee the preparation and presentation of accurate and timely financial statements, management reports, and financial analyses.
- Ensure proper maintenance of accounting records and compliance with accounting standards and organizational policies.
- Monitor the organization's financial performance and identify areas for improvement and cost optimization.
BUDGETING & FINANCIAL PLANNING
- Lead the preparation, consolidation, and monitoring of annual budgets and financial projections.
- Analyze budget utilization and provide recommendations to ensure financial sustainability and operational efficiency.
- Monitor expenditures and ensure alignment with approved budgets and financial policies.
TREASURY & CASH FLOW MANAGEMENT
- Oversee cash flow management, banking transactions, and fund utilization to ensure adequate liquidity for operations.
- Monitor organizational cash position and recommend strategies to optimize financial resources.
- Review and approve bank reconciliations and cash management reports.
ACCOUNTS PAYABLE & RECEIVABLE OVERSIGHT
- Supervise the timely and accurate processing of accounts payable, receivable, reimbursements, and collections.
- Ensure proper monitoring of outstanding receivables and settlement of financial obligations.
- Establish controls and procedures to strengthen financial accountability and efficiency.
TAXATION & REGULATORY COMPLIANCE
- Ensure timely preparation and submission of tax returns, statutory remittances, and regulatory financial reports.
- Monitor compliance with Philippine accounting standards, taxation laws, government regulations, and reporting requirements.
- Coordinate with government agencies, auditors, and external stakeholders on financial and compliance matters.
INTERNAL CONTROL & RISK MANAGEMENT
- Develop and strengthen internal control systems to safeguard organizational assets and financial information.
- Ensure compliance with internal policies, audit requirements, and financial governance standards.
- Lead the implementation of risk mitigation measures related to financial operations.
AUDIT COORDINATION
- Serve as the primary liaison for internal and external audits.
- Prepare audit schedules, supporting documents, and financial records required during audits.
- Ensure timely resolution of audit findings and implementation of corrective actions.
- Facilitate resolution and implementation of audit recommendations and corrective actions.
PAYROLL & FINANCIAL ADMINISTRATION
- Oversee payroll accounting processes, ensuring accuracy of compensation-related transactions, deductions, and statutory obligations.
- Review and approve payroll reports and related financial documentation.
- Ensure proper financial documentation and retention of accounting records.
LEADERSHIP & PEOPLE MANAGEMENT
- Lead, supervise, and mentor Finance Department personnel to ensure efficient and effective performance.
- Provide overall leadership and direction to the Accounting Department.
- Develop and implement accounting policies, procedures, and internal financial controls aligned with organizational objectives and regulatory standards.
- Advise Management on financial matters, operational risks, and strategic financial planning.
- Ensure efficient and effective management of financial resources to support organizational sustainability and operational requirements.
- Identify training and development opportunities to strengthen the competencies of accounting staff.
PROCESS IMPROVEMENT & SYSTEMS MANAGEMENT
- Recommend and implement improvements in accounting systems, financial reporting procedures, and operational workflows.
- Participate in the evaluation, implementation, and maintenance of accounting software and financial management systems.
- Develop policies and procedures to improve operational efficiency and strengthen financial governance.
REQUIRED KNOWLEDGE & EXPERIENCES
EDUCATION & RELATED EXPERIENCES
- Bachelor's degree in Accountancy, Finance, or a related field.
- A Certified Public Accountant (CPA) designation is preferred.
- A Master's Degree in Business Administration, Finance, or a related field is an advantage.
- Minimum of 5–7 years of progressive accounting and finance experience, with at least 2–3 years in a managerial or supervisory role.
- Experience in a non-profit organization, healthcare industry, or medical association is an advantage.
- Extensive knowledge of Philippine Financial Reporting Standards (PFRS), taxation, budgeting, and regulatory compliance.
- Proven experience in financial reporting, audit coordination, treasury management, and internal controls.
