Role Purpose
Support in developing and implementing the Emergency Medical Services (EMS) strategy and its objectives, following-up with progress reporting. Coordinates the deployment of ambulatory services and capabilities, based on technology advances and NEOM regional requirements. Manages and supervises relevant NEOM employees and NEOM contractors in delivery of all ambulatory services in NEOM Communities and NEOM-proponent properties. Ensures that practice operations and team members are knowledgeable of and in compliance with all relevant laws, policies, and procedures. Functions as the main point of contact to ensure all related incidents and activities are being appropriately handled by NEOM employees and NEOM contractors.
Key Accontabilities & Activities
Key Responsibilities
- Supports the Fire & Ambulatory director in developing and defining EMS program goals and objectives
- Understand and develop the NEOM ambulatory strategy, operating model principles, and intended / desired culture
- Recommends, develops and implements program and policy changes relating to EMS
- Assist, represent and advise the Director and Assistant Director on issues related to EMS
- Oversees administration of the EMS Agreement with NEOM Regions and local communities/Tabuk province
- Administers the statistical analyses of response time data to evaluate system effectiveness
- Prepare oral and written progress/activity reports and coordinate communications on safety audit reports
- Application of Emergency Medical Services knowledge and expertise in program oversight including broad knowledge of up-to-date trends, technology, regulations, and laws
- Design and implement transitional ambulatory approaches to assist NEOM with current community safety requirements
- Performs project research, scoping and cost estimating; and overseeing project implementation from inception to completion
- Manages practice by improving utilization of resources and maintaining practice efficiency while seeking to maximize community impact. Assigns duties and determines staff work schedules based on competencies of available staff and patient/practice needs
- Works with team members on mutual goal setting, providing regular performance feedback and evaluation
- Provides information and assistance to other departments, outside Public Safety, and the public on assigned functions.
- Oversees emergency vehicles, equipment, and supplies inspections for contract compliance
- Performs related duties as assigned.
Background, Skills & Qualifications
Knowledge, Skills and Experience
- Extensive years of experience as an ambulatory officer in a governmentally recognized and certified ambulatory agency
- Relevant years of progressively responsible emergency management and/or emergency medical services experience, including project management, is desired
- Coordinated a comprehensive EMS program for several governmental jurisdictions or regions.
- Broad background responding to, and supervising, those who respond to a holistic base of community safety concerns
- Subject matter expert in discrete fire & ambulatory specialisms
- Demonstrated knowledge and experience implementing new technology into all aspects of ambulatory development and activation
- Demonstrable delivery within ambulatory partnerships and inter-agency working, having experience in managing multiple stakeholders and coordinating large projects
- Highly skilled in project management and contract administration, including research, development and implementation of projects/programs, plus vendor, contractor, and user agency coordination
- Skilled at working within very diverse multi-cultural environments
Qualifications
- Graduate of an internationally accredited academy or institution, focused on healthcare management/emergency services/medical services or another related field
- Degree-level qualification or equivalent training and experience in related field
- Relevant qualifications and accreditation within declared ambulatory specialisms
- Knowledge of English language either on native or fluent proficiency is required
- Knowledge of Arabic language either on native or fluent proficiency is a plus
