DUTIES AND RESPONSIBILITIES:
1. Plans, directs, manages, and coordinates work activities of subordinates relating to procurement of supplies and materials.
2. Responsible for developing and implementing procurement policies and procedures.
3. Leads strategic sourcing and procurement strategies.
4. Provides strategic insights needed to meet business and project objectives.
5. Coordinates with relevant stakeholders to ensure business objectives are met.
6. Manages procurement processes, including contractor accreditation and supplier evaluations, to ensure quality and cost-effectiveness.
7. Collaborates with internal stakeholders to understand purchasing requirements and ensure timely fulfillment of orders.
8. Organizes bidding processes and conferences for suppliers, bidders, QS personnel, and end users.
9. Negotiates and evaluates suppliers based on price, quality, and availability.
10. Develops and maintains an accurate database of Purchase Orders, including monitoring status and costs.
11. Manages supplier performance review processes and resolves concerns.
12. Leads and supervises a team of purchasing professionals.
13. Conducts coaching and counseling to ensure productivity and accuracy.
14. Recommends personnel actions in alignment with company policies.
15. Monitors administrative functions and cost efficiency of the procurement department.
16. Performs other related duties as assigned.
