Job Description

The Procurement Manager is responsible in overseeing the whole bidding process. He / She will act essentially as a Project Manager and shall ensure smooth workflow of the entire procurement process.

DUTIES AND RESPONSIBILITIES

  • Check completement of bid documents (technical and financial) needed to complete bid documents.
  • Assess and establish bidding timelines to meet procurement schedule.
  • Perform technical due diligence in all shortlisted vendors.
  • Conduct pre-bid meetings and ensure issuance of Certificate of Site Inspection and secure material submittals and approvals.
  • Evaluate bid both for technical and financial and review fairness of bid quantities.
  • Review compliance of products and services to technical specifications and approved Terms of Reference (Scope of Works).
  • Review and Finalize presentation materials/reports to be presented to Bids and Awards Committee (BAC).
  • Ensure key stakeholders provide input and address concerns/issues
  • Review and Check Bid Bulletins
  • Review and Finalize Recommendation to Award (RTA).
  • Monitor and track bid performance metrics.
  • Analyze win/loss data to identify trends and areas of improvement
  • Conduct post-bid analysis and debrief sessions to identify areas of improvement and implement lessons learned for future bids.
  • Continuously refine and improve bid processes, templates and best practices to enhance efficiency and effectiveness.
  • Stay updated on industry trends, market insights, and emerging best practices in bid management.
  • Manage Budget allocation and tracking of costs.
  • Negotiate with Specially Contractors/Suppliers.
  • For on-going projects, oversee the Project Team in the bidding process and ensure deadlines are met.
  • For new projects, brief the Project Team who will carry out the projects.
  • Perform other duties that may be assigned from time to time.

Qualifications and Skills

  1. Must have a bachelor's degree in Civil Engineering preferably with PRC license.
  2. Minimum of seven (7) years work experience in bidding/procurement, preferably in the Construction industry.
  3. Experience in managing bids for complex projects or large-scale contracts.
  4. Attention to detail and high accuracy in bid preparation and review.
  5. Ability to implement Budget cost-control measures with solid negotiation and persuasive skills.
  6. Being well acquainted with the Philippines Market, Construction Price Index.
  7. Ability to collaborate with cross-functional teams and influence stakeholders at various levels.
  8. Creative and innovative thinker.
  9. Proficient with MS Word, Excel, and PowerPoint applications.
  10. Preferably knowledgeable in Procurement Software (SAP, etc.)
  11. With excellent communication (written, verbal and presentation) and interpersonal skills.
  12. Organized, hardworking, team oriented, and can work under minimum supervision.
  13. Must be willing to work onsite in Pasay City.
