Job Description

This position is working for a pan-asian retailer within a large digital technology organization. This role resides within a newly formed department; proposing and suggesting fresh new perspectives contributing to building a scalable operations is encouraged!

Seeking an experienced, enthusiastic and hands-on Portfolio / PMO Senior Manager or Analyst who has worked on developing and implementing new frameworks to support portfolios, programs, and projects across multiple countries, ensuring delivery of IT modernization plans. Requires proactive and curious nature, ability to be self-sufficient within a small team whilst supporting cross-functional teams in complex organization.

Requires working knowledge of both waterfall and agile delivery methodologies. This role reports to Head Strategic Planning and IT PMO.

KEY RESPONSIBILITIES

  • Support implementation of frameworks and guidelines promoting best practices delivering value at pace under just enough governance
  • Coaching and supporting teams to operate within PMO established frameworks and guidelines; work with project managers and project teams to continually improve ways of working efficiently and on time with quality
  • Drive continuous improvement and streamlining of portfolio and program management processes, cascading down to project management organization
  • Ensure governance of rules, processes, and workflows defined by PMO are implemented and adhered to by project management organization
  • Ensure correct information is provided to stakeholders by driving timely and accurate decision making via consistent maintenance of project transparency and traceability at all times
  • Create and maintain repository for project templates, best practices, lessons learned from prior projects to be reused for new projects
  • Provide advisory support for project delivery and project managers
  • Manage all project final and audit deliverables, artifacts, knowledge transfer of the project final deliverables
  • May support Change Management related objectives as needed

KEY DELIVERABLES (summary)
  • Signed project estimates (budget and resource headcounts)
  • Signed vendor contracts or agreements
  • Budgeting tool or excel spreadsheet template management
  • Deliver program and project reporting data to management team
  • Deliver effective resource planning
  • Deliver program and project processes and workflows
  • Drive effective change management via simplifying communications and team collaboration, training, and knowledge sharing
  • Drive effective program management methodology by managing quality of project deliverables
  • Oversee and validate all Entry/Exit criteria definition for all project phases
  • Validate project management planning and delivery execution deliverables
  • Project plans, delivery plan/approach, resource plan, RACI, RAID Log, Change Request Management, Requirements Traceability Matrix
PROFESSIONAL EXPERIENCE/ QUALIFICATIONS

  • Minimum 5-10 years applicable working experience with commensurate SDLC experience having delivered multiple complex go lives
  • Demonstrated understanding and Project Management experience; must have strong project management skills, strong communication, vision to get project completed on time and within budget
  • Very strong attention to detail; able to multi-task and gage parallel strategic priorities accordingly aligning upstream and downstream dependencies
  • Highly proficient in Project Management principles, methods, techniques and tools, requirements gathering and management
  • Proven experience working in a PMO supporting Technology projects in fast-paced environment
  • Prior experience supporting delivery and governance frameworks with project teams, and quality management of project deliverables
  • Experience in variety of IT delivery methodologies such as waterfall, iterative, agile
  • Familiarity with effective use of tools to optimize delivery team performance such as Excel, JIRA, Teams, Sharepoint
  • Adaptable approach and effective communication style and approach with stakeholders at all levels
  • Strong vendor and people management skills; proven analytical and problem-solving skills
  • Highly numerate, with strong financial management
  • English speaking, Cantonese and/or Mandarin helpful
  • Less experienced candidates will be considered for Assistant PMO Analyst
NICE TO HAVE
  • Use of a Portfolio and Project Management SAAS tool in previous roles
  • Experience in retail industry
  • Experience of scaled agile methodologies, e.g. SAFe, etc.
  • Experience of introducing and implementing program and project best practices into organization
  • Experience supporting Change management & Communications and Training initiatives
