Purpose of the Job

The Permit to Work Assistant of LRT1 Project shall assist the Permit to Work Coordinator in managing the Permit to Work process that will be implemented during the period the Transport System to be delivered is under the control of Temporary Operation.

Organization Structure

At the time of testing, from the first energization, a specific organization called 'Temporary Operation is put in place to operate the transport system whereas it is not fully available to allow a hand-over to the operator.

The Temporary Operation Manager leads this organization to take in charge of geographical zones with electrical risks and or collision hazard for them to control those risks.

Organizational Reporting

Reports hierarchically to the Permit to Work Coordinator of the project.

Belongs to System team organization.

Responsibilities

  • Monitor incoming e-mails through the Permit to Work Office e-mail address
  • Receive Permit to Work Request (PTWR) from different entities and register these in the PTW Register
  • Coordinate with the different entities related to their submitted PTWRs
  • Issue Access Key, Radio and other equipment to PICs during PTW Issuance/Book-In and receive them back upon PIC's PTW Cancellation/Book-out
  • Preparation and publication of the Temporary Operations Weekly Operation Notice (WON)
  • Reports to the system Permit to Work Coordinator
  • Perform and carry-out other duties as instructed/directed by the Permit to Work Coordinator, Temporary Operation Manager or System VTA Manager
  • Follows the necessary e-learning, training, induction required for the project and for the position

Accountabilities

  • Verifies that the permit requests are correctly filled up, accurate and supported with method statement and job hazard analysis
  • Performs works with respect to Temporary Operation process

Performance Measurement

  • Implementation and respect of rules during temporary operation
  • Temporary Operation Manager and System VTA Manager satisfaction
  • No accident

Knowledge / Experience

Knowledge of the railway subsystems

Prior experience in railway construction phasing, testing and operation is an advantage

Able to understand schematics, method statements and risk assessments

At least one year experience (preferably in railway).
